Do you mean ASP, some are Application Service Provider. Their job is to provide application, they main the code, you get the application without much trouble.
Its nice to get such things for free but nothing in this world is a free lunch, their is always a hidden profit.
It is written in ASP.net and runs on MS SQL. Both being my flavor of programming. They have a free comunity licence and a paid commercial licence. Nice way to start if you don't know what you are doing. Only buy it if it works for you.

sorry misunderstood you previous post, one general problem of using similar kind of abbrevation .
I am not very much into ASP, so missed this.
I found one more forum script used by http://www.phparch.com , it is known as FUD Forum ( http://fudforum.org ). I haven't explored the code , user experience is no different from other forum scripts like phpbb or invision.
