How about having editors for each category?
Now we have category based review queue, this will allow us to have category editors (category specialists). I think this will take hedir a step forward.
You suggestions are feedback will help me design a better system, looking for it.

I mean they have the final word (checks manipulations) once it fulfills the minimum community review requirements. Category editors can directly add sites to the categories. I think this will speed up the process.
I think category editors is a good idea because then a person can focus on something they are interested in. It makes a better chance of having some really nice sites submitted that are appropriate for a topic. Also better control over the directory to know approximately who is handling what area.

It provides the chance to built really big thing and every one does a small part of it. In ODP there is high hierarchy of editors with different rights. There are editors that add sites only, and others that just purify the green from waiting-room.
IMO every category should have minimum two editors. One experienced and one fresh (for example new candidate for editor), who has to learn the rules. And of course there is need for master editors with the rights to make new or move categories.

Thanks, I am keeping a note of all the suggestions made. I am sure category based editor system will help us get the quality listing per category.
