1) reduce time (15 days) in which submitter must review sites
This will not help at all. Submitter still doesn't review any sites. I bet most submitters don't even KNOW they're obliged to review sites. How could they? It's never mentioned during the whole submission process. (I know, it's ridiculous: how much time does it take to change that?)

Everybody (including me ) complained about the lack of reviewable sites (submitters had to review at least 10 sites in order to submit a site). But you could present a site (or 2) for reviewing to submitter before they get to the submit-form.
For me the most important thing is to TELL the submitters they have to review other sites in order to get included. That would be a first step. Second step: mail all (or some) submitters and say: "Look here Submitter, you want us to review and (hopefully) approve your site for the HEDIR, why don't you give something in return to the HEDIR-community and review someone else's site. It will cost you half an hour and you get the benefit of strong link."
Btw: On December 24 we will witness a massacre. Thousands of sites will have to be moved to the rejection pile due to submitter's lack of reviewing 10 sites.

If things are going badly now, what will this event do to the prospects of getting this directory and the whole peer review concept off the ground? Are we rearranging deck chairs on the Titanic here?
Perhaps emailing each site to be removed due to lack of participation 5 days before the removal will spur some action. re-explain what it will take to be approved.

ok, We ask submitters to review other sites before his/her site is reviewed by the hedir community, but, in this way, there is another problem:
submitter takes one of these 100.000.000 sites a write:
"good content, recommended"------> S T O P
Maybe if the submitter has to make say five reviews, then 'submit' his reviews to a moderator. The moderator checks it, which they should be doing anyway and then presses the 'This Member can now be Reviewed' button.

That depends. Do you mean ask as in notify the submitter to review sites or do you mean it will be mandatory to review a number of sites in order to submit a site? I'm in favor of the former (for now ), just tell the submitter about how the HEDIR-system works and state the benefits of doing some review-work.
