Instead of having www(dot) it is having www1(dot) and also home page is redirecting to another url of this site. But how they are getting the top 10th position in serp ranking.
It may be a custom 404 page. In ASP, a custom 404 page will not be set up to return the 404 error code by default. It returns the 200 error code, and a line has to be added when a page doesn't actually exist and it not referring to something else.
SEO-types have been able to take advantage of this by creating pages that don't exist and programmatically (sic?) replacing them with pages that do.
The page may have been there at the time Google crawled the site.
It may be a Supplemental Result (layman's translation: it ain't there no more.)
You may not be looking for a competitive search phrase.

Yes we need more info, also check the cache of the page. Have you heard of dark seo team, look at this page http://www.pr10.darkseoteam.com/ and look at its cache (Do not forget to check the PR).

Just calling a page 404 won't make it 404, you need to send the right headers.
In this case the header return is

It is sending a 200 ok Header.
Now then why is it on the top?
Blame the Google algo as it considers each link as a vote and with this voting you can make a dog a donkey. (Read about Google bombing). Currently it is having more(as google only shows a sample of backlinks) than 1780 backlinks ( Results 1 - 10 of about 1,780 linking to http://www1.oecd.org/error.htm).
