In firefox browser : right click on the page .... webdeveloper .... CSS .... Disable styles .... All styles.

Same page with different looks at the top .... CSS spamming?

pretty much just keyword spamming... not good, G doesn't approve of such

This is a type of css spamming and it is one of the hottest items in black hat seo racks these days.

Does the crawlers read CSS, specially if its in an external file?

I think it does but may not value it as it reads text only for SERP ranking algos.

CSS they are using:
.TECHGROUPS { FONT-SIZE : 1PT; COLOR : #FFFFFF; VISIBILITY : HIDDEN; }

Also very popular is minus text indents.

My guess is that Google is going to take care of this in the next crawl. Hidden text and links are everywhere. So if you use it I would fix it. There has been a lot of chatter about CSS spamming all over SEO Blogs and sites
