In the Site submission and review sticky you should state that not only to vote yes/no in the poll, but also to write it out in your review/post.

I wasn't clear on that.

Plus, which gets more value, voting yes/no: in the poll; or in the posts; or both is needed to qualify as a "YES" or a "NO"?

Well, personally I've never understood voting AND reviewing. I think reviews out-weigh votes by far.

Problem here is that you can clearly understand the voter's stand through a binary vote but with review it is not possible using a program.

I always prefer reviews. simply because it is more transparent. Else the submitter can always vote for their own submission.

I only see voting as a feature that makes the mod job easier. Imagine the mod needing to read all the reviews to judge if a site can be added or not. Having the vote system makes the sorting slightly easier for the mods.
