1. I go to copyscape with the url that was submited. Copyscape says that the domain has a listing of another domain that has matching content.
2. I now have to decide if I have seen this other domain before.

From the above definition, we can conclude not all “Mirror sites” are bad. Therefore, if restrictions will impose on mirror sites we may exclude few resource sites too.
