She could be a spammer. My judgement is that she yet to do any reviews. Hence I will NOT review any of her sites untill she does so.

Just might be, but just like redhex said, if she doesn't review any sites herself I don't see how she expects to get her own sites listed.

it means for a very large queue of sites that will never be reviewed when a member simply submits one spam site after another.
The person is only slowing down the process of good sites being looked at.
