I thought that the PR sale is dead but still people are selling and buying it. Here is an example, webmaster moderators are getting complains against one person mailing this to all their members. DO THEY KNOW THAT THIS IS CRIMINAL OFFENSE NOWADAYS. do you still do PR business?

I don't believe in PR meaning anything yet.
I would have just deleted the emaill like I would have any other spam mail.
It s making news though so I guess the guy is getting what he wants two times over.

PR is to fool people, only few people in Google knows what PR does actually. It does nothing just draws a green line and invades your internet surfing privacy through their toolbar.
Now they can track everything you do, so if you are webmaster be aware of PR bars and toolbars. Even Matt will not disclose the secret strategy behind PR.
PR isn't totally meaningless. If PR exists for a site, it means that the site has at least some backlinks and isn't banned by the SEs. So getting a backlink from it will probably have at least a slight benefit. It's also a sign that an inbound link campaign is working.
Mind you, it's not worth getting obsessive about it, especially lately. I've got a site that hit PR5 in 6 weeks after the last PR update last week that, as heavily as I've promoted it, probably doesn't deserve it if I'm being totally honest (for those of you HEDir regulars, yes it is Search Engine Friendly Layouts.) Yeah, it's cool. I'm trying to get organized now. I'm moderating Shopping and Consumerism > Home and Gardening. Haven't done my first run through the forum, but I will tommorow. Gonna review all the posts and see if anything needs tidying up.
