PR of a site depends on so many factors. In my view CONTENT of your site is the most important factor, along with the links for your site. The content of your site is the key for success. You can devote your time for getting as many links as possible but if your content is not good then all these links are wastage.
I am thinking of writing an article on this topic. Lets see the opinion of other's also.

1. To increase our page rank, we should make some good link pages (name of the link pages will be “Resources”, “Friendly sites” etc.) in our website. We have to put the link of the resource pages (link pages) on each and every page of the website and also in the site map. Then the SE's will also give importance to the resource pages as they give importance to the Home page. Then we should approach to “dominant sites” in our industry and approach them for trading links. In exchange of links we can provide them with some services or we can provide them with a return link. There must be some articles present in the resource pages, and only then it would look natural. We should constantly campaign for links to get High Page Rank in future with a “passion to get in to the optimum goal”.
2. We should also make directory submissions (Both Big and Small directories) with the targeted key words as Link text.
3. We should make our pages with good quality content so that other sites might feel interesting in giving link to us.
4. If we add new WebPages on our site and provide both internal and external links
For them, it should help in increasing Page Ranks of the individual pages as well as the site as a whole.
I think these policies will make the difference, but these are not all, there are other techniques also. I will have a look here to get more from other members also.
Thanks for giving some tips. Please clarify one thing:
How resource/links pages help a website to increase its PR. As far as I know, making links page is not highly appreciated by SEs.

1.You are creating 1 or 2 well designed (will be having some contents as well) resource pages named "Related Sites""friendly sites" or "some cool sites" (instead of "links" or "resources")and provided some outgoing links from there to some industry specific sites who have services which you are lacking.
2.You are also providing links to your resource pages throughout your site and showing that the pages are important to you likewise your other pages.
That means-

1.You are providing some good services to your site visitors by providing links to other sites themed like you but having services which you are lacking (or they may have better services or features),then this is a clear impression of good customer service to the Search Engines and they appreciate it.
2.As you are naming the pages as "friendly sites" or "cool sites" (Which search engines prefer) there will be no impression to the SE's behind you that the pages are created for SEO purposes only.
3.As the resource pages will get Healthy PR by getting good Internal links around your site,then this will increase your site PR as a whole.

Your idea sounds a bit like doorway.
I prefer to built my clients content, not only my positioning ability. Isn't it enough to mention about in Your portfolio or reference page. Publishing content like You propose might cause hijacking, when Your client goes away. Thanks for your deep thoughts. Please note that:
1. Only internal links don't help increse PR. Lots of back link required.
2. Top quality sites hardly make resources page. Its better to make pages having extension like this:
/debt-relief.shtml ; if the page topic is on Debt relief. And at the end you can put some links. Thats better idea.
And lastly if you want to increase PR, don't try to manipulate things, develop your site by thinking of visitors' benifit. PR will automatically increase.

I never mentioned that external links or backlinks are not required to gain high SE ranking or PR, but internal links also matter.
One more thing-linking to good sites will improve your visitor experience and I think I have also mentioned about this.

Thanks for your valuable information regarding increase PR of the website. I partially support your view. You suggest to make a resource page; though its not a good approch in Search Engine Point of view. But you have also mentioned that the resource page should be focused as one of the service of that very website. Yes..Its a good thinking according to your plan..

I just do not get this idea. Which content You built when You say, updates? OK, You create few, others will make some more. Then someone will create fake content only to collect PR which is send to other domain. I'm not sure I like it. The method is very safe for You, I'm sure.
