Are there, if any, a restriction of the amount of keywords used in the metatags, or a limitation on the amount of characters used within the keywords metatag? If not a limitation, a guideline......]
This gets discussed all of the time at High Rankings, nobody seems to agree, except on the idea that the <keywords> meta tag is useless and doesn't even need to be there. The consensus seems to be that as long as they aren't spammy, longer <title> and <description> attributes are OK, if they are too long, they just won't be fully read or displayed in the serps, but you won't really be hurt by that. My own feeling is that the <title> should succinctly sum up the page for the benefit of human visitors, and making it overly long for SE purposes should be avoided.

A guideline followed by me :
Title Tag:
Title tag plays few roles on the internet:
It helps search engine to determine the topic of the page at a glance. This is the first point where search engine checks the relevancy factors and thus help in SERP rankings too.
A well-written title always helps a site to be reviewed faster and to get good judgment from webmaster or directory editors who like to link to your page.
Also in the search, result page title is displayed as the web site information. Therefore, a well-written keyword relevant title will always attracts visitors to enter into the site. Title is also displayed in the top border of the screen of visitor's browser (Ex: Microsoft Internet Explorer).
Do not stuff your title tag with unrelated and non-relevant keywords.
According to W3C … “The title should ideally be less than 64 characters in length. That is, many applications will display document titles in window titles, menus, etc where there is only limited room. Whilst there is no limit on the length of a title (as it may be automatically generated from other data), information providers are warned that it may be truncated if long.”
Google will display up to 66 characters and Yahoo will show up to 120 characters, giving much more room to webmaster to write a longer title.
Meta Description:
For search engine optimization, Meta Description can be used. It provides very short but complete description of the page content. Search engine looks for this brief description of the site page and check for search relevancy at a glance. However, this is one of the place where spamming can be done. Meta tags take the following from:
Limitation for Meta description tag is 170 to 200 characters.
Meta Keywords:
Meta keywords tag provides additional input to the crawler based search engines. However, for most of the major crawlers, it is not. For search engine ranking Meta keywords is not the major factor, however we should use this tag. Because Meta keywords provide the information about the content of the site pages in brief. It simply use the most important search term or keywords which used by users for searching and also used by web developer to better describe their service or product etc. also to provide the search relevancy for a particular term. However, this is also a sensitive and useful area for spammers. Say for example that a site is all about selling online books. They can provide option for selling free books so they can use the term free in their Meta keywords tag. Moreover free, mp3 these are the world most used keywords and unnecessarily using these words can be considered as keyword spamming.
We have been running a test on the WebProWorld Forums about the use of the Meta Tag Description and its possible role in ranking a site.
This test was started Dec 20th 2005 and has 3 parts to it in its testing.

As far as character count:
I don't use that method. I may be the only one that doesn't though.
I keep titles short 3-5 words. I consider 3 an ideal length.
Meta description: not more than 27 words
Meta keywords: no more than 42 keywords (accounting also for each word in a phrase)
These are just my opinions.
Maybe I'm crazy, but it has worked for a long time. I stick with what works until it doesn't work any longer.
I'm sure I will get some flak over my non-character counting method.
You should also run a test with a meta keyword spamming (let's say 25x the word "quintable")
Funny thing going on on datacenters 183.99 and 183.104. These are the datacenters which started with the lowest total query results and end with the highest. Other datacenters increase with about 15%, these two almost 200%. The big bang was on Jan 25. _________________ Please review some sites.

Yeah , those two datacenters are acting a bit wacky.
The interesting thing was that the meta description tag really has no value on google other than being able to make your description look the way you like as long as your keyword or phrase in in it. It was really quite disappointing and suprising to me atleast. I honestly thought the meta description had vaue on Google.
During the tests it was re-learned that Yahoo does favor the description for value though.
So its not all for nothing to make a good meta description.
On WMW, HIGHRANKINGS it was mentioned that TITLE and DESCRIPTION where important( further research after this post) that the meta keywords tag lost importance in 2002...............
