Links that are on all pages in a website. This sorts of external links doesn't pass value. They may send you quite a few more visitors than one single link, but not to expect them to add significantly more to your PageRank than one link would do.

you mean a site having 100 pages and all the pages are having a common link from the site B. This concept is known as sitewide link?

Generally from footer or a specific non content area like side menus or template headers.

According to Matt cutts Google's algorithms are based only on "wow! this site is good/great, I'll link to it" type of links. IMO Google can't put a penalty for it as there can be genuine reasons when people link to other sites like blogroll e.t.c. It may not give you the best value for the 100 links.

My suggestion will be get one link from homepage content if you are looking for a search engine boost (indirectly for SE traffic Smile) and little traffic for the site.

If you are expecting good traffic from the site then get as many links as possible. If you want to play very safe you can add a nofollow tag as well.

Ok fine. In that case I would like to know the effect of signature link for a particular site.

Say for example I havn't yet given any site name in the signature link. But one fine morning I can do the same. As a result I am getting bulk amount of back links at a time. Will this collection be considered as sitewide link? And how these link will be considered. Good or bad?????

In my opinion links with a specific pattern from a website will be treated as a sitewide links. Even signature link will have same anchor text and various other patterns. It should not harm a site as people do it for publicity but you may not get high value for the links.

Do not count these backlinks for ranking in google but you may be able to top technorati or other ranking engines which calculate backlinks.

Google treat content part of the page differently from template part. I think they have a good algo for it.

Then if I am not wrong then I can use forum sig. links as a global platform for indirect marketing. Right?

If so then I am having one more question, can google be more calculative for those sites which have already been used as signature link.

I do not think signature links should be of that concern as it is just for publicity. Google is a very complex system and it works on many signals. You can check Information retrieval based on historical data
