Is it necessary to spend in PPC & Adwords for just launch website for promotion? I heard it's costliest. Isn't there other ways which are comparatively charge less? Help would be appreciated.
It is not necessary to use PPC or Adwords to launch your new site. Many a site has been successfully promoted without using either option.
I like to have my clients spend about $50US in PPC with Google for the first month their site is up, just to give it a little extra push. But it is not a "must do". IMNSHO

Ok, so that program gives little push. But does this program really fetch the
actual visitor, who are interested in your theme? I am asking this b'coz have very little money to spend in marketing program.
I've had several clients who have had limited success with Adwords & PPC. I have them use it just to help get their site indexed faster (yes, Google says that has no effect on a site being indexed, but I have had proof otherwise.)
I don't run PPC expecting a real buying customer. I've seen many campaigns where we've had strong click through rates, lots of activity - but no buyers. One client ran a campaign for about 1 year and didn't get enough new business to pay for her campaign.
I'm not impressed with PPC returns. I use it only to help get a new site indexed.
